I stole this off another forum, but this is basically the run-down:
Everyone can post, and in your post you claim a bishie and forevermore that bishie belongs to you. You can only claim one bishie per post, and you cannot claim a bishie that has already been taken.
There are, however, certain characters that you can't really claim without another, such as Hikaru and Kaoru from Ouran High Host Club. Characters such as those you can claim in pairs.
For Example:
User One: I claim Gin from Bleach
User Two: I claim Hikaru and Kaoru from Ouran High Host Club.
User One: I claim Sano from Hana Kimi
User Three: I claim...
And so on and so forth.
On the other forum, people started listing who they had claimed in their signatures, and I think that that's a pretty fun idea.
